In the commonly used seven-planet Jyotish rulership scheme, each zodiac sign has a ruler. A planet’s friendship with another planet is a different idea. The sign ruler provides a channel for the occupant; friendship describes one relationship within that channel. A strong host can support delivery, while a damaged host can obstruct it.

This scheme gives the Sun and Moon one sign each, and the other five visible planets two each. The Brihat Parashara Hora Shastra translation by R. Santhanam provides a source for the classical sign-ruler and relationship framework. Rahu and Ketu matter greatly in Jyotish, but node sign rulership is not universally assigned; specify a lineage before making such a claim. Uranus, Neptune and Pluto do not belong to the seven-planet classical rulership table. Some contemporary astrologers use them, but that is a different convention.
Rulership is not the same as friendship
A ruler describes a planet’s relationship to a sign. Natural planetary friendship describes how one planet regards another planet under a traditional calculation. A planet placed in a sign is therefore read through its own condition, the sign’s ruler and its relationship to that ruler; a single label is not a percentage score of strength.
For example, Mars rules Aries. Jupiter in Aries can prompt a Jyotish reader to consider Jupiter’s natural relationship to Mars and the condition of Mars in the actual chart. What about exaltation?
Exaltation is a separate dignity category. It should not be confused with ruling a sign or being friendly to its ruler.
